The Warm Homes Fund (WHF) is a £150million fund provided by National Grid and administered by Affordable Warmth Solutions (AWS) across England, Scotland and Wales. It is primarily designed to incentivise the installation of affordable heating solutions in fuel poor households who do not use mains gas currently as their primary heating fuel. It is envisaged that this fund will be used to supplement local initiatives and existing funding streams.
The fund is split into three broad categories:
• Category 1: Urban homes and communities
• Category 2: Rural homes and communities
• Category 3: Specific energy efficient/health related solutions (including Park Homes)
The fund has a series of bidding rounds, with applications invited from local authorities and registered social landlords, working with their local partners.
Round 4b update
We would like to thank all bidders who participated in round 4b which closed in September 2019. A total of 120 applications were received across all three categories. We are now progressing successful bidders through to contract approval, representing around £30.0m of funding, and the installation of c.10,400 first time central heating systems. We were also pleased to see some ambitious category 3 projects which will connect fuel poor homes to the resources they need to address their particular challenges.
The majority of successful applicants have been notified of the outcome of their bids and we will provide further information on our website regarding successful bidders once contracts are finalised. Unfortunately, we are not able to provide individual feedback to unsuccessful bidders.
Approximately £133m has now been allocated from the fund and as such, a further opportunity to bid for private sector schemes is now planned in early 2020.
Round 5 – Bid Timetable
The next bid window for round 5 will open on Monday 2nd December 2019 and will run until midday on Friday 24th January 2020. Round 5 will be open to private sector bids only in categories 1 and 2 and category 3 Park Homes bids.
**Bids are no longer invited for category 3 energy efficiency and health related solution proposals due to the time remaining in the programme**
Our ambition will be to notify successful bidders in round 5 by mid to late February 2020.
It’s anticipated that all measures installed in categories 1 and 2 and measures in category 3 Park Homes will need to be included at the latest in the Funding Use Report in February 2022 with Project Closure Reports completed and approved by 31st May 2022. The Warm Homes Fund programme will close after this date.
